EECA Heat Pump Water Heating Pilot Grants Scheme Overview The purpose of the Pilot is to gather information on the performance of domestic and commercial potable water heat pump water heaters (HPWH). Information gathered will contribute to EECA’s recommendations to the government for future funding. Under the Pilot, EECA will offer a $1,000 grant to customers (end users) who install and provide monitoring of an eligible HPWH system. The $1,000 grant is intended to stimulate the market which will provide a broad sample of products that can be monitored to gauge performance. The grant will be paid by EECA to the customer in two instalments. Each installation includes fitting simple water and electricity meters supplied by EECA. EECA will contact each customer monthly for three months following installation to collect information from the meters. Timeframe The Pilot will start late March 2009 and run until at least the end of September 2009. Any decisions about the continuation of the Pilot will be subject to government approval and funding. Product Criteria - A HPWH for potable water only
- Commercially available in NZ
- EECA approved systems
Product Exclusions - HPWH for non-potable water (e.g. swimming pools, underfloor heating)
- Ground source HPWH
- Combination units – products which produce both potable and non-potable water
Installation Requirements - Undertaken in NZ in accordance with NZBC
- Compliant with any other applicable central or local government legislation, regulations or bylaws
- Completed in accordance with manufacturer’s instructions
- Carried out by licensed plumbers under AS/NZS3500 and other necessary approved tradespeople as appropriate
- Installed with meters for electricity and water flow data collection
- Commissioned as fully functional and signed off by the installer and customer
- Serial numbered by the Product Principal and recorded by the installer on the Installation Claim Form
Customer Eligibility for Grant Under the Pilot, EECA will make two $500 grant payments directly to the customer via electronic banking. First payment upon: - Customer purchasing an eligible product
- Building consent issued or confirmation that a consent is not required
- System installed by an approved tradesperson
- The installation completion date is before end of June 2009
- Customer has a correctly completed Installation Claim Form which includes the customer’s bank account number
- EECA receives that form within 6 weeks of the installation date
- EECA accepts the information provided on the Installation Claim Form
Final payment upon: - A meter reading each month for three months has been provided to EECA from the customer
- The questionnaire/survey information has been provided to EECA from the customer

Audits Audits of installations are undertaken at EECA’s discretion but by arrangement with the customer, to ensure that: - Installations have been completed properly
- Customers have received the required product documentation
- Adequate records have been kept by the Product Principal
- Customers have made accurate readings when reporting metering results
